All About Kerala State Lotteries:

Since 1967, the Kerala government has been running seven weekly lotteries in a week in the state, along with a monthly draw each month and six bumper lotteries in a year.

The seven weekly lotteries are Sthree Sakthi, Dhanalekshmi, Samrudhi, Suvarna Keralam, Bhagyathara, Karunya Plus, and Karunya. The bumper lottery’s highest winning prizes range from Rs 10 crore to Rs 25 crore.

The weekly lotteries are announced every day at 3:00 PM at Gorky Bhavan, Near Bakery Junction, Thiruvananthapuram.

The individuals with winning tickets will have to surrender their lottery ticket within 30 days of the draw date to claim their prize money. It needs to be noted that the prize money will be after deduction of tax rate, agent commissions and other charges.

Kerala Lotteries Tax Structure:

As per the Income Tax rule, all lottery winning amounts are taxable irrespective of the salaried individual class. This means that an individual can even be under a lower income tax category or higher, but the tax rate on lottery wins is the same.

The fixed income tax rate is 30% on lottery wins under section 194B of the Income Tax Act. The income tax rate further increases due to the addition of a health and education cess of 4%, which takes the total tax rate to 31.2%. Notably, there are also surcharges levied if the winning prize is over Rs 50 lakh.

So there is a 10% surcharge imposed on the winning amount between Rs 50 lakh to Rs 1 crore. The surcharge is increased to 50% on a winning amount greater than Rs 1 crore.

Additionally, there is a 31.2% tax deducted at source (TDS) levied if the winning amount exceeds Rs 10,000. If the lottery amount is rewarded in a mixture of cash and non-cash prizes, then TDS will imply the cash gains.

However, there are no tax exemptions given for wins in the lottery, either crossword puzzles, lottery tickets or horse races.

Gains in lotteries either be in Kerala or any other state of India, all fall under the category of ‘Income from other sources.’

Official Guidelines for Claiming Kerala Sthree Sakthi Lottery Prizes?

To claim a Kerala Sthree Sakthi Lottery prize, winners must submit their winning ticket within 30 days from the date of the draw, as stated by Kerala Lotteries Net. Prizes amounting to ₹1 Lakh or less should be claimed at the respective District Lottery Office. For prizes exceeding ₹1 Lakh, the ticket must be submitted to the Director of State Lotteries with the winner’s name, signature, and address clearly written on the reverse. The submission must be accompanied by necessary documents including a filled claim form, ID proofs, photographs, and in certain cases, declarations or guardianship certificates.

Steps:

  1. Surrender your winning ticket within 30 days of the draw.

  2. Visit the District Lottery Office (if prize is up to ₹1 Lakh).

  3. For prizes above ₹1 Lakh, submit to the Director of State Lotteries.

  4. Attach a self-attested copy of the ticket (both sides).

  5. Provide two passport-sized photos attested by a Gazetted Officer or Notary.

  6. Submit a receipt with ₹1 revenue stamp and full address.

  7. Minors must include a guardianship certificate.

  8. Joint winners must provide a joint declaration on ₹50 stamp paper.

  9. Include a self-attested PAN card copy.
